Homicide spreads like infectious disease

ScienceDaily (Nov. 29, 2012) ? Homicide moves through a city in a process similar to infectious disease, according to a new study that may give police a new tool in tracking and ultimately preventing murders.

Using Newark, N.J., as a pilot case, a team of Michigan State University researchers led by April Zeoli successfully applied public health tracking methods to the city's 2,366 homicides between 1982 and 2008. They found the killings were not randomly located but instead followed a pattern, evolving from the city's center and moving southward and westward over time.

Like a flu bug that spreads to susceptible groups such as children and the elderly, homicide clusters in Newark -- often fueled by gangs and guns -- spread to areas consisting largely of poor and minority residents. Over time, the concentration of homicides effectively disappeared from one area and settled in another.

"By using the principles of infectious disease control, we may be able to predict the spread of homicide and reduce the incidence of this crime," said Zeoli, public health researcher in MSU's School of Criminal Justice.

The study is one of the first to use analytic software from the field of medical geography to track long-term homicide trends. Zeoli said the method can be done in real time which would allow police to identify emerging hotspots.

The researchers also identified areas of Newark that had no homicide clusters during the 26-year time frame of the study, despite being surrounded by deadly violence.

"If we could discover why some of those communities are resistant," Zeoli said, "we could work on increasing the resistance of our communities that are more susceptible to homicide."

Joining Zeoli on the study were criminal justice researchers Jesenia Pizarro and Christopher Melde and medical geographer Sue Grady.

The study is published in Justice Quarterly, a research journal.

Microsoft prices Pro version of Surface at $899

LOS ANGELES (AP) ? Microsoft's Surface tablet running a full version of Windows 8 Pro will start selling in January for $899 and up, the company said Thursday. But you'll have to pay more if you want a keyboard cover and the popular Office suite of software.

The current Surface uses the slimmed down Windows RT operating system. As a result, it runs only specially designed applications from Microsoft and others sold through the company's online store. The Pro version of Surface will also run regular Windows applications written for desktops and laptops.

"It's a full PC AND a tablet," Surface general manager Panos Panay wrote in a blog post Thursday.

The Surface represents Microsoft's first foray into manufacturing its own general-purpose computer. In doing so, the company is competing with some of its partners, the manufacturers of PCs and tablets.

The announced price is in line with Microsoft Corp.'s earlier statements that the Pro version would cost about the same as slim, lightweight laptops known as ultrabooks.

The price includes a stylus and software that disregards touches from one's palm while writing on the touch screen. But the detachable touch-sensitive keyboard cover is sold separately. The Touch Cover with keys printed on it costs $120, while the Type Cover with depressable keys is priced at $130.

The Pro version of Surface will come with Intel's Core i5 processor, which Microsoft said gives it a graphics boost compared with the RT version.

The $899 version will come with 64 gigabytes of memory, while $999 gets you 128 GB of memory. It was not immediately clear how much memory would be used up by the operating system and pre-installed apps. For the RT versions, the 32 GB model has only 16 GB of usable memory, while the 64 GB model has 45 GB available.

The RT version of Surface, which starts at $499, comes with the popular Office programs Word, PowerPoint, Excel and OneNote included. The Pro version does not, according to the specifications listed on a Microsoft website. The cheapest version of Office available is priced at $120.

The RT versions went on sale Oct. 26, the same day Windows 8 was out.

The RT versions are available only at Microsoft's stores and websites. The Redmond, Wash., did not say whether the Pro versions will be sold elsewhere as well.

All versions of Surface come with a slot to expand memory and a USB port for peripherals. The Pro version of Surface comes with a newer, faster USB 3.0 port, while the RT version has 2.0.

The action by the Environmental Protection Administration bars?BP?and its affiliates from new government contracts for an indefinite period, but won't affect existing contracts.

In a further blow to the company,?BP?will be disqualified from winning new leases to drill for oil or gas on taxpayer-owned land until the suspension is lifted. The?federal?government planned a sale Wednesday of more than 20 million acres of offshore land in the Gulf of Mexico.?BP?won't be eligible for that sale, the Interior Department said. An EPA official said?BP?was not informed about the suspension until Wednesday morning.

In London,?BP?said it had no immediate comment on the decision or its?federal?contracts, but expected to make a statement later Wednesday.

In the past,?BP?has been a major supplier of energy to the U.S. military, and has also provided fuel products and drilling services for other U.S. agencies such as the Bureau of Ocean Energy Management.

The EPA said the suspension was standard practice when a criminal case raises responsibility questions about a company. The suspension came the same day two?BP?rig supervisors and a former executive were scheduled to be arraigned on criminal charges stemming from the deadly explosion and the company's response to the resulting oil spill in the Gulf of Mexico.

"EPA is taking this action due to BP's lack of business integrity as demonstrated by the company's conduct with regard to the Deepwater Horizon blowout, explosion, oil spill, and response," the agency said in a statement.

BP?announced earlier in November that it will plead guilty to manslaughter, obstruction of Congress and other charges and will pay a record $4.5 billion in penalties to resolve a Justice Department investigation of the disaster. Attorneys and a?federal?judge will meet in December to discuss a plea date.

"When someone recklessly crashes a car, their license and keys are taken away," said Rep. Ed Markey, the top Democrat on the House Natural Resources Committee and a frequent critic of?BP. "The wreckage of BP's recklessness is still sitting at the bottom of the ocean," the Massachusetts Democrat said, "and this kind of time out is an appropriate element of the suite of criminal, civil and economic punishments that?BP?should pay for their disaster."

When it agreed to the plea deal,?BP?said it hadn't been advised that any?federal?agency intended to suspend it. However, an EPA official said Wednesday that the plea agreement includes a provision for how?BP?can satisfy the concerns that stand in the way of the suspension being lifted. That order, if the court accepts it during sentencing, would give?BP?60 days to address the conditions that led to violations. If the government approves the plan, it becomes part of BP's criminal probation.

But the suspension could still remain in effect while civil claims against?BP?move forward, said the EPA official, who spoke on condition of anonymity to discuss terms of the agreement. In addition to the criminal proceedings,?BP?faces huge civil claims covering the billions of dollars in civil penalties the U.S. government and the Gulf states are seeking from it because of environmental damage.

A trial is scheduled for early next year. Attorney General Eric Holder and the states have vowed to press their case and?BP?has vowed to fight it. However, negotiations have been under way in an effort to reach a settlement. At the time of the criminal settlement, Holder said the government intended to show in the upcoming civil case that?BP?was grossly negligent in causing the spill.

LivingSocial To Lay Off 400 Workers - Business Insider

There is trouble in the daily-deal world.

LivingSocial is planning to lay off 400 of its U.S. workers tomorrow, reports the Washington Business Journal.

The layoffs come at a time when the entire daily-deal world is struggling. LivingSocial's layoffs prove that this is not an isolated event.?Earlier this month,?Groupon eliminated 648 jobs?prior to announcing quarterly revenues that missed expectations. The sector-wide instability even has?Groupon's board considering whether to keep founder Andrew Mason on as CEO.

Washington Business Journal says that the cuts are expected to come across a wide range of positions and markets, including its home base in D.C.?LivingSocial maintains six offices in the nations capital.?

LivingSocial's revenue fell to $124 million in the three-month period, down from $138 million in the second quarter.

Four is the 'magic' number

ScienceDaily (Nov. 27, 2012) ? According to psychological lore, when it comes to items of information the mind can cope with before confusion sets in, the "magic" number is seven.

But a new analysis by a leading Australian psychiatrist challenges this long-held view, suggesting the number might actually be four.

In 1956, American psychologist George Miller published a paper in the influential journal Psychological Review arguing the mind could cope with a maximum of only seven chunks of information.

The paper, "The Magical Number Seven, Plus or Minus Two. Some Limits on Our Capacity for Processing Information," has since become one of the most highly cited psychology articles and has been judged by the Psychological Review as its most influential paper of all time.

But UNSW professor of psychiatry Gordon Parker says a re-analysis of the experiments used by Miller shows he missed the correct number by a wide mark.

Writing in the journal Acta Psychiatrica Scandinavica, Scientia Professor Parker says a closer look at the evidence shows the human mind copes with a maximum of four 'chunks' of information, not seven.

"So to remember a seven numeral phone number, say 6458937, we need to break it into four chunks: 64. 58. 93. 7. Basically four is the limit to our perception.

"That's a big difference for a paper that is one of the most highly referenced psychology articles ever -- nearly a 100 percent discrepancy," he suggests.

Professor Parker says the success of the original paper lies "more in its multilayered title and Miller's evocative use of the word 'magic'," than in the science.

Professor Parker says 50 years after Miller there is still uncertainty about the nature of the brain's storage capacity limits: "There may be no limit in storage capacity per se but only a limit to the duration in which items can remain active in short-term memory."

"Regardless, the consensus now is that humans can best store only four chunks in short-term memory tasks," he says.

Becoming an electrician starts with getting the right schooling. One can start quite early, even in High School. Many vocational programs in secondary schools have an electrical program. Following High School graduation, one can enter a program at a college to further their learning. Community colleges often have excellent trades program, including electrical. In addition to their typical general education courses like math and English, students will take practical courses where they learn both the science behind the trade and also get to apply and learn new skills in hands-on work. If one desires to learn more about the scientific end of things, they can attend a four year college that offers advanced programs like electrical engineering or similar majors. Community colleges are great because they offer students practical experience.

One can also do some extra work on their own to increase their skills and education. It is a great idea to find an experienced individual who works in the field and get close to them. An experienced worker can offer electrician training in the form of an apprenticeship or might be able to hire a student to work for them. They can also share the pros and cons of the industry, as well as stories from on the job. This will give the young student a better idea of what daily life is like as an electrical worker, and help them decide if this is really the field that they want to devote their life to. Working with a professional can help one meet others in the field and perhaps potential future customers. The pro may also have some suggestions for training programs or courses that the aspiring electrician can take advantage of. They can serve as a reference for the student's resume.

Before one can be successful in industry, they must have to proper education and training. Fortunately, budding electrical workers have many options to help them reach their goals and better themselves.

Jerry Jones, owner of the NFL?s Dallas Cowboys, is now trying to ruin another team, but a least this time it?s at least a rival and not his own?team. Jones, who graduated from the University of Arkansas, is supposedly the man behind trying to get LSU Tigers coach Les Miles to the Razorbacks.

Sports By Brooks is reporting that Jones and Arkansas Athletic Director Jeff Long are the one?s?who are behind?entire process.

It?s no secret that Jones and Les Miles became very close when Miles was on the Cowboys coaching staff?from 1998-2000 and?that friendship was demonstrated when?Jones gave Miles his personal jet to fly home?to Ohio after Miles? father passed away.?It could also be the reason Miles? name popped up in the Cowboys head coaching search in 2010.

Word is that Jones would?contribute a significant amount of the $27.5 million in order to get Miles on board for the job at Arkansas.

You have to hand it to Jones, he really does want to win. Whether it?s at his alma mater or with the Dallas Cowboys, essentially nothing stops him from achieving his goal of winning. Well, except?naming a real general manager for the Cowboys.?At least this time he?s only helping the process and not?being the only one to ruin it.

If Miles, by some miracle, takes the job at Arkansas, Jones would be?partly responsible for taking down a rival at LSU and potentially building a winner at Arkansas. Just what Jerry?s always wanted, credit!

Jerry Jones, a man who needs to be in everyone?s business. Maybe if he spent more time helping fix the Cowboys, they?d have a better team.

Talks stall between the government and the insurance industry over affordable house insurance for victims of flooding

Hundreds of thousands of flood victims face steep increases in their home insurance costs or risk losing it altogether, following a breakdown in talks between the government and the insurance industry.

The collapse in talks was branded ?outrageous? by charity the National Flood Forum (NFF), which said being refused insurance ?could spell financial ruin for thousands?.

Insurers agreed a statement of principles with the government in 2008 to renew cover for flood victims, usually at a very high premium and with an even higher excess. But this agreement runs out on 30 June 2013, when householders face being refused cover unless the government and the industry come to a new agreement.

The Association of British Insurers (ABI) recently proposed a scheme to make sure 200,000 households affected by flooding will be able to renew their policies next year. It meant any house that would normally incur a much higher premium because of flood risk would have the extra paid out of a levy on every home policy in the UK.

While the industry is not asking the government for funding for the scheme, its proposal does require it to provide a temporary overdraft facility that would be used to pay claims if there were heavy floods in the early years of the scheme before it had built up its reserves ? but the government has not agreed to this.

The ABI has now called for the government to commit to a joint solution to ensure affordable flood insurance for high-risk households, describing the current state of talks as being ?at an impasse?.

Nick Starling, director of general insurance at the ABI, said talks had reached a crisis point: ?The government has indicated it will not provide any temporary overdraft facility for the insurance industry?s not-for-profit scheme, which makes it very difficult for it to go ahead.

?As a result negotiations have hit an impasse. Insurers know their customers are increasingly worried about flood cover and we will therefore continue talks with government to try and find a way forward.

David Cameron?s official spokesman said the government met the ABI last week to discuss flood insurance. ?We put a proposal to the ABI and it is considering that proposal,? the spokesman said.

Speaking at a regular media briefing in Westminster, the spokesman declined to discuss the details of the proposal, saying only: ?We want to ensure people are able to get insurance at an affordable price. There is a negotiation ongoing.?

BRUSSELS: Greece won breathing space on Tuesday with long-frozen eurozone loans to restart from December and a first clear admission that a chunk of the country's debt burden will need to be written off down the line.

After 13 hours of talks in Brussels, the eurozone and the International Monetary Fund agreed to unlock 43.7 billion euros ($56 billion) in loans and on the need to grant significant debt relief for decades to come.

Greece must still meet a series of agreed conditions but "the decision will certainly reduce the uncertainty and strengthen confidence in Europe and in Greece," said European Central Bank President Mario Draghi who left the talks before a final press conference.

Starved of bailout financing since the summer, Greek Prime Minister Antonis Samaras hailed the deal in Athens, while German Finance Minister Wolfgang Schaeuble said the package would be presented to German lawmakers by the end of the week.

Other member states will also have to obtain their parliament's approval for the deal.

"Everything has gone well," Samaras told reporters in Athens.

"All Greeks have fought (for this decision) and tomorrow is a new day for every Greek person," he added.

Finance ministers, the IMF and the ECB said the money would be paid in four installments from Dec.13 through until the end of March, conditional on Greece funnelling income back to creditors at source and on the implementation by Athens of tax reforms settled with creditors.

The initial market response was upbeat.

On currency markets the euro was stronger in Asian trade as investors breathed a sigh of relief over the deal for Greece.

The 17-nation currency bought $1.2980 and 106.46 yen in Tokyo morning trade after briefly topping $1.30 for the first time in about a month.
That was up from $1.2971 and 106.38 yen in New York trade late on Monday.

Asian stock markets also enjoyed the news in early trading, with Tokyo shares rising 0.38 per cent by the break, Hong Kong up 0.25 per cent and Sydney gaining 0.68 per cent.

The results of the "labourious" negotiations according to IMF head Christine Lagarde are intended to see Greece's debt-to-GDP ratio fall from an estimated 144 percent to 124 per cent come 2020, and "substantially below 110 per cent" of gross domestic product by 2022.

"The IMF wanted to make sure the euro partners would take the necessary actions to bring Greece's debt on a sustainable path," said Lagarde.

"I can say today that it has been achieved."

There will be a mixture of techniques used to bring down Greece's debt burden.

These will begin with a buyback by Greece of old debt that has fallen in value on commercial money markets as well as national central banks across the eurozone foregoing profits on holdings of Greek debt whose worth has slumped.

Last year, 9-year-old Julietta?came across a torrent on The Pirate Bay after searching on Google?for Finnish pop star Chisu's latest album. The download failed to work, and she and her father went and bought the album together shortly afterwards.?Unbeknownst to them,?Finland's Copyright Information and?Anti-Piracy Centre (known as CIAPC, as well as its Finnish acronym, TTVK) had already?taken notice.

The events are related by the girl's father,?Aki Wequ Nylund,?in?a public?Facebook post. (Though Google Translate's Finnish is not very good, an account of the translated?story?was posted at copyright and BitTorrent news blog?TorrentFreak.)

That spring, a letter arrived from the TTVK?alleging that the Nylund's account had been linked to a copyright infringement. The letter gave the option to pay a settlement of ?600 and sign a non-disclosure agreement ? a common tactic used by copyright holders that removes the need for formal charges.

Nylund contacted the?TTVK?lawyer to contest the matter, but?the TTVK continued its pursuit of damages. Last Tuesday morning, he found a pair of Finnish police officers standing at his doorstep.

The police presented a search?warrant, entered, and identified the girl's Winnie?the?Pooh-decorated laptop as the object of their search, and confiscated it.

Unsurprisingly, the events have drawn criticism locally and abroad. Finnish Internet rights watchdog Electronic Frontier Finland denounced the actions of the TTVK in a statement and blog post, calling attention to the arbitrary nature of the settlements and their use?as a scare tactic. They also point out that?Nylund's acknowledgment?in this case notwithstanding, an IP address used to track an infringement cannot be linked to a person's identity.

The TTVK's executive director defended the actions in comments to Finnish newspaper Helsingin Sanomat, saying that TTVK and the police were only working to enforce the law.?

Chisu, the pop star whose album was at the center of the controversy, expressed in a Facebook post that she supported copyright law but apologized for the situation.

Niko?Nordstr?m, CEO of Warner Music Finland, acknowledged (also via Chisu's Facebook page)?the limits of IP-based enforcement, but said?"this procedure is currently the only way to tackle illegal downloading" (translation by Google).

ScienceDaily (Nov. 25, 2012) ? Pathological changes typical of Alzheimer's disease were significantly reduced in mice by blockade of an immune system transmitter. A research team from Charit? -- Universit?tsmedizin Berlin and the University of Zurich has just published a new therapeutic approach in fighting Alzheimer's disease in the current issue of Nature Medicine. This approach promises potential in prevention, as well as in cases where the disease has already set in.

Alzheimer's disease is one of the most common causes of dementia. In Germany and Switzerland alone, around 1.5 million people are affected, and forecasts predict a doubling of the number of patients worldwide within the next 20 years. Relevant for human therapy

Follow-up experiments also relevant for humans showed that substantial improvements in behavioral testing resulted when mice were given the antibody blocking the immune molecule p40. This effect was also achieved when the mice were already showing symptoms of the disease. Based on the current study by Prof. Heppner's and Prof. Becher's team, the level of p40 molecules is higher in Alzheimer's patients' brain fluid, which is in agreement with a recently published study by American colleagues demonstrating increased p40 levels in blood plasma of subjects with Alzheimer's disease, thus showing obvious relevance for human therapy.

The significance of the immune system in Alzheimer's research is the focus of current efforts. Prof. Heppner and Prof. Becher suspect that cytokines IL-12 and IL-23 themselves are not causative in the pathology, and that the mechanism of the immune molecule p40 in Alzheimer's requires additional clarification. However, they are convinced that the results of their six-years of research work justify the step toward clinical studies in humans, for which they plan to collaborate with a suitable industrial partner.

IIn the context of other illnesses, such as psoriasis, a medication that suppresses p40 in humans has already been applied. "Based on the safety data in patients," comment Profs. Heppner and Becher, "clinical studies could now be implemented without delay. Now, the goal is to bring the new therapeutic approach to Alzheimer patients quickly."

President Barack Obama's victory over Mitt Romney was of as much interest to baseball's money men as the game scores, given the millions of dollars routinely guaranteed in player contracts these days.

As free agents negotiate deals this offseason, tax policy is an area that comes up along with the usual issues. Some players are wrangling for as much money as they can get before the end of the year to avoid a take hike in 2013.

"Front-loading would make sense if at all possible as tax rates will definitely go up on January 1st on all high-income taxpayers," agent Greg Genske said in an email. "The only question is HOW MUCH will the rates increase????"

This much is known for now: Starting Jan. 1, there is an additional 0.9 percent Medicare tax on wages above $200,000 for individuals and $250,000 for married couples filing jointly under the federal Affordable Care Act, a rise to 2.35 percent.

In addition, the Bush tax cuts are scheduled to expire at the end of the year, which could raise the highest marginal federal tax rate from 35 percent to 39.6 percent - although a deal between Obama and Congress could change that.

Oakland Athletics general manager Billy Beane figures agents will be on top of the changes - but the results of negotiations about the so-called fiscal cliff are unpredictable.

"I think if you're hopping around the potential of tax reform, you're probably chasing your tail," Beane said. "If they can predict when something's going to happen, then they're much further ahead than the lawmakers."

With baseball contracts worth as much as $275 million (Alex Rodriguez) and the major league minimum $480,000, tax policy affects every player who spends most of the season in the big leagues.

All-Star shortstop Jose Reyes, who has a $10 million salary next year, was traded from the Miami Marlins to the Toronto Blue Jays. While Florida has no state income tax, Reyes remains a New York resident from his days with the Mets and had high taxes to begin with. Ontario's provincial tax rises to 11.16 percent - on top of a Canadian federal level as high as 29 percent.

Among states with big league teams, income tax rates go as high as 10.3 percent in California and 8.82 percent in New York. At the other end, Florida, Texas and Washington have no state income tax. The top rate in the District of Columbia is 8.95 percent.

"I like ours; we're a no-tax state," Seattle Mariners general manager Jack Zdurienck said. "When we sit down with players, that's a huge benefit. I think any player out there that has an opportunity to play in a no-tax state gets benefits, enormous benefits. We hope that weighs in our favor."

According to an analysis done by a tax lawyer on the staff of agent Scott Boras, a player with a $10 million salary and average deductions who plays in Florida and is a resident of that state will see his taxes rise from $3.45 million this year to $4.09 million next year under current law. If traded to the Blue Jays, that player's 2013 tax would rise to $4.27 million. And if dealt to a California team, the tax would go up to $4.4 million.

By moving money from salary into signing bonuses, players can sometimes lower their state tax bills. Shifting money into December this year could reduce federal taxes.

"Tax measures are going to be discussed, but change most likely carries compromise on both sides," Boras said. "One thing is clear based on the nation's ballot totals: Many Americans are split on this subject."

In the end, most free agents choose teams based on where they want to play, not on lowering the tax cut on their income.

"It's a factor, maybe even a small factor," agent Craig Landis said. "If there's 50 variables, you can now make it a 51st. It's not usually going to be the drive, but it's something to consider."

And for teams, only the big spenders need worry.

Beane's Athletics, for instance, had the lowest payroll in the majors last season.

"It's probably not a situation I'll have to face in Oakland too much," he said.

DETROIT (AP) - The left cleat of Detroit Lions defensive tackle Ndamukong Suh connected with Houston Texans quarterback Matt Schaub in his groin area in their Thanksgiving game.

It wasn't clear on replays Thursday whether it was intentional.

"I really don't have anything to say about that play or that person," Schaub said.

Suh was on his chest, taken down by an offensive lineman, when he extended his left foot below Schaub's belt. Suh didn't talk to reporters after the game.

ISMAILIA, Egypt --?Worried about the fate of those moist yellow sponge cakes with a creamy white center? Look no further. Twinkies still reign supreme in the land of pharaohs.

On Friday, the iconic manufacturer of Twinkies, Ding Dongs and Wonder Bread?closed 33 factories and announced plans to lay off 18,500 workers over an?acrimonious labor dispute. Hostess was headed to U.S. Bankruptcy Court in New York on Wednesday, seeking permission to liquidate its business.

But in Egypt ? and most other Arab countries ? Twinkies are popular treats that sell themselves.

On Monday, Hostess brands and its second-largest union agreed to a final mediation session in an attempt to avoid liquidation and a sale of assets. Even if the talks fail, several potential buyers are interested in the rights to Twinkies, Wonder Bread and other Hostess brands. TODAY's Natalie Morales reports.

Twinkies and Ho Hos are so popular that the local producer, Edita, no longer bothers to advertise and the treats still bring in a sweet 47 percent of the company's profit. Edita markets to the Arab Gulf, Yemen, Iraq, Syria, Jordan and Lebanon and is expanding to other countries.

"It is our top seller. Everybody buys it!" said Mohamed Sarwat, who works at the Mecca Market in Ismailia, Egypt, where Twinkies have pride of place behind the counter.
