G20 wary of scaring markets, promises careful policy shift

By Jan Strupczewski and Gernot Heller

MOSCOW (Reuters) - The Group of 20 nations, wary of renewed market volatility, pledged on Friday to shift policy carefully and communicate clearly as they seek to navigate a path to recovery.

A final draft communiqu? prepared for G20 finance ministers and central bankers meeting in Moscow said an action plan to boost jobs and growth, while rebalancing global demand and debt, would be readied for their leaders in September.

"We remain mindful of the risks and unintended negative side effects of extended periods of monetary easing," the draft, obtained by Reuters, said. "Future changes to monetary policy settings will continue to be carefully calibrated and clearly communicated."

Ministers reviewed the text over dinner with the recent global sell-off in stocks and bonds and flight to the dollar, caused by a plan to withdraw U.S. monetary stimulus, uppermost in their minds.

G20 leaders will meet in St Petersburg in September.

A paper that International Monetary Fund staff prepared for the Moscow meeting warned financial market turmoil could deepen unless policymakers were careful.

"The current market turbulence could continue and deepen. Growth could be lower than projected due to a protracted period of stagnation in the euro area, and risks of a longer slowdown in emerging markets have increased," the paper, seen by Reuters, said.

"The eventual exit from low rates and unconventional monetary policy in advanced economies could pose challenges for emerging economies, especially if it proceeds too fast or is not well communicated."

Ben Bernanke's announcement two months ago that the Fed may start to wind down its $85 billion in monthly bond purchases sparked a panicky sell-off, particularly in emerging markets.

Investors were calmed by testimony to Congress this week by Bernanke, who is not in Moscow, although he said the exit plan from money-printing remained on the cards.

"Clearly there is a fear among emerging market economies that after being flooded by capital inflows ... we could be on the verge of a reversal of that flood," a European Central Bank official said. "So it is important to dispel that worry."

CHINA SHIFT

China is under pressure to encourage domestic demand-driven growth and allow greater exchange rate flexibility as part of wider efforts to rebalance the global economy which features a huge Chinese surplus and matching U.S. deficit.

"We are determined to continue progress with rebalancing of global demand, which requires internal rebalancing through structural reforms and exchange rate flexibility," the draft said.

Beijing offered an early olive branch, removing a floor on the rates banks can charge clients for loans, which should reduce the cost of borrowing for companies and households.

Japanese Finance Minister Taro Aso labeled that a step in the right direction.

The G20 took the lead in the 2008-09 financial crisis and now faces a multi-speed global economy in which only the United States appears to be nearing a self-sustaining recovery.

China, for years the engine of global growth, is suffering a slowdown amid doubts over the stability of its financial system, Japan has only recently embarked on a radical fiscal and monetary stimulus experiment, and Europe's economy is more stop than go.

Bank of Japan Governor Haruhiko Kuroda said he would "strongly pursue" quantitative easing policies to lift growth and end deflation.

Tokyo has so far been given a free pass at international gatherings from countries which had previously urged it to get growth going. But there is growing disquiet about the lack of progress on structural reforms that were promised in tandem.

Unlike at previous G20 gatherings, exchange rates and the threat of competitive devaluations barely figured, South Korean Finance Minister Hyun Oh-seok said.

The BRICS emerging markets caucus - Brazil, Russia, India, China and South Africa - also met on Friday but joint measures to limit the fallout of a stronger dollar didn't get beyond the drawing board.

GROWTH, GROWTH, GROWTH

Washington is putting increasing pressure on Europe to do more to foster growth. Germany, in contrast, is seeking internationally agreed debt reduction goals.

The United States and its allies would have been happier with the communiqu? which referred to credible medium-term fiscal strategies but said they should be flexible. On growth, it was more definite, saying "large surplus economies" should do more to boost domestic sources of growth.

"The priority in the short term is growth, growth, growth," French Finance Minister Pierre Moscovici told reporters.

G20 labor ministers held a joint session with finance ministers, putting the jobs crisis in Europe - where youth unemployment is above 50 percent in debt-strapped Greece and Spain - at the centre of the debate.

The G20 also backed a fundamental tax rethink that takes aim at the loopholes used by multinational firms and responds to widespread anger among voters hit with higher tax bills to cover soaring national debts.

The group endorsed a tax action plan drawn up by the Organisation for Economic Co-operation and Development (OECD) that said the existing system didn't work, especially when it came to taxing companies that trade online.

The plan is one of the major 'deliverables' that will go to the St. Petersburg summit hosted by President Vladimir Putin.

Stephen Rakes, who claimed he and his then-wife were forced at gunpoint to sell their liquor store to Bulger in 1984, was found in the woods of Lincoln, Mass., on Wednesday, a day after prosecutors removed him from their witness list.

An autopsy revealed no obvious signs of trauma, according to the Middlesex District Attorney?s Office. Authorities are awaiting the result of toxicology tests, which typically take several weeks to complete, to determine a cause of death.

The circumstances of the death are considered suspicious, an unidentified law enforcement official told New England Cable News, and authorities are considering whether he died elsewhere before being brought to Lincoln, The Boston Globe reports.

Family members denied that Mr. Rakes would take his own life after being removed from the prosecution?s witness list Tuesday.

?I can assure you my ex-husband did not commit suicide,? Rakes?s former wife, Julie Dammers, told the Globe.

?We have more questions than answers,? she said. ?We are just in limbo right now. We?re all in complete shock.?

Rakes?was a vocal critic of Bulger leading up to the trial and attended the trial every day through Tuesday, when he was last seen there. Though he was a potential witness, the judge had agreed to exempt alleged victims and their families from the usual sequestration order, which keeps all witnesses out of the courtroom before their testimony.?

Rakes?was eager to get on the witness stand, according to Tommy Donahue, son of alleged Bulger victim Michael Donahue. But prosecutors told the judge Tuesday who their remaining witnesses would be, and?Rakes wasn't among them.

"He said he wanted to get up there and tell his side of the story," Mr. Donahue said Thursday.

It?s not yet clear why prosecutors decided not to have Rakes testify, but it?s probably due to the testimony of Kevin Weeks, a self-described former prot?g? of Bulger who gave a slightly different account of what happened with the liquor store. Prosecutors would be hesitant to bring another witness who could question the credibility of Mr. Weeks, legal analysts say.

Weeks denied that the gang forced?Rakes?to sell the store, saying?Rakes?had agreed to an offer from Bulger to buy the store for $100,000.

He said when they arrived at?Rakes's house to close the deal,?Rakes?said his wife didn't want to sell the store and complained about the selling price.

"He was trying to shake us down," Weeks said from the witness stand.

Weeks said he pulled a gun out of his waistband and put it on a table, in front of?Rakes's two young daughters, who were in the room. One of the girls was bouncing on Bulger's lap and reached for the gun, and Bulger told Weeks to put it away.

Bulger told?Rakes?that he couldn't back out of the sale, and they made the deal, according to the testimony.?

Rakes?was present for the testimony and later disputed the account, saying he was forced to sell the liquor store.?

"Kevin continues to lie, as usual, because that's what he has to do,"?Rakes?said that day. "My liquor store was never for sale ? never, never, never."?

For family members of Bulger?s alleged victims, the news of Rakes?s death was particularly disturbing.

?I hope he wasn?t murdered,? Steve Davis, the brother of a woman Bulger is accused of killing, told The New York Times. ?It brings you back to the early ?80s,? he said, referring to the frequent murders by Bulger?s gang.

Bulger, the former leader of South Boston's mostly Irish-American Winter Hill Gang, spent 16 years on the run, becoming one of the FBI's Ten Most Wanted before authorities captured him and his girlfriend in California in 2011. He is charged with participating in 19 murders but maintains his innocence.

Pope OKs indulgences for the tweeting classes

VATICAN CITY (AP) ? The Vatican is offering indulgences for Facebook fans, Twitter lovers and other "virtual" participants of the upcoming World Youth Day in Rio de Janeiro ? but there's a hitch.

The Holy See's social media guru, Archbishop Claudio Maria Celli, warned Friday that merely checking the pope's Twitter feed won't result in an indulgence, the ancient church tradition related to the forgiveness of sins that roughly amounts to a "get out of Purgatory free" card.

Rather, Celli told The Associated Press, a Catholic seeking an indulgence for participating in Rio ? either physically or virtually? must truly be contrite and have a moment of deepening faith.

"When we are touching spirituality, the problem resides not in what I do but what is in my heart," Celli said. "It's not just watching TV and the ceremonies of the Holy Father that I get the indulgence, or because I'm going to Rio, or because I'm reading a tweet of the Holy Father. That's not the forgiveness of sins."

According to church teaching, Catholics who confess their sins are forgiven and therefore released from the eternal or spiritual punishment of damnation. An indulgence is designed to remove the "temporal" punishment of sin that may remain ? the consequence of the wrongdoing that might have disrupted the sinner's relationships with others.

Famously, Martin Luther's opposition to the church's practice of selling indulgences inspired him to launch the Protestant Reformation in the 1500s. He was excommunicated, and the practice of buying and selling indulgences has been illegal since 1562 Council of Trent, but the granting of them has continued.

The Vatican earlier this month announced, as it does ahead of every World Youth Day, that participants in the July 22-28 Rio edition would be eligible for indulgences. The criteria are tough: Catholics in Rio must go to confession, receive Communion, pray and "be truly contrite."

But in a blending of new technology with old theology, the decree approved by Pope Francis specified that even people who couldn't make it to Rio could be eligible for a partial indulgence. The same conditions must be met, but sinners following the Rio event can score an indulgence by participating "spiritually" and following the events on "television, radio or, always with the necessary devotion, via new means of social communication."

During the last edition of World Youth Day in Madrid, in 2011, such partial indulgences were also available "to all those, wherever they may be," who followed the event from afar and met the same spiritual criteria. But the Rio 2013 decree spelled it out explicitly, evidence that the Vatican is continuing to appreciate the power of social media for its evangelizing mission.

To date, the pope's @Pontifex handle has more than 7 million followers in the nine languages in which Francis tweets. Most of the followers signed up when Benedict XVI inaugurated the handle last year.

The Rev. Robert Gahl, a moral theologian at Rome's Pontifical Holy Cross University, said the decree from the Vatican's Apostolic Penitentiary was believed to be the first time that indulgences have been offered for social media participation.

"Some might falsely think that 'Twitterized' indulgences cheapen access to God's grace. But they miss the point of the pope's unprecedented move to social media," he said. "He is challenging tweeters to return to the sacraments of confession and Holy Communion and to deeply examine their conscience to free themselves from attachment to venial sins.

"The Pope doesn't miss a beat or an opportunity to evangelize."

At least 20 kids die after eating free school lunch in India

AP

Children receive treatment at a hospital after eating a free meal at a primary school in Chhapra district in India's Bihar state.

By Annie Banerji, Reuters

PATNA, India - At least 20 children died and dozens were taken to hospital with apparent food poisoning after eating a meal provided for free at their school in the Indian state of Bihar.

Police said the children, aged eight to 11, fell ill after consuming a lunch of rice, soybean and legumes on Tuesday. The school provided free meals under the Mid-Day Meal Scheme, which involves 120 million children.

"As soon as my boy returned from school, we rushed to the hospital with him. He was vomiting and he said his stomach was aching," said Raja Yadav, the father of one victim.

Education minister M.M. Pallam Raju said a school cook had also died. The initial death toll of eight shot up to 20 on Wednesday.

The exact cause of the deaths will be known only after the post-mortem examinations and food sample tests, doctors and state officials said.

Dozens of residents took to the streets in Chapra, pelting a police station with stones and setting ablaze buses and other vehicles, television channels showed.

"We are currently treating 27 children here," said R.K. Singh, medical superintendent at the children's hospital in the state capital, Patna. "Of them nine are in serious condition, 18 are stable."

Bihar Chief Minister Nitish Kumar has ordered an inquiry into the incident and has offered 200,000 rupees ($3,400) to the families of those who have died, the state's food minister said.

Bihar is one of the most impoverished states in India, according to government data.
